FY25 Operating Budget Update

The York County School Board approved the Proposed Fiscal Year (FY) 2025 Budget on March 25. The budget, as proposed by Division Superintendent Victor Shandor, Ed.D., aligns spending priorities with the division’s long-term strategic plan.

The most significant expenditure relates to employee compensation, which encompasses approximately 85% of the annual operating budget. Eligible employees will earn an average 5.5% pay increase, beginning in July. Other notable investments to the budget include additional positions to support elementary literacy, elementary teacher planning time, and special education instruction.

State funding for the budget, which comprises 56% of the division’s total revenue sources, is expected to be finalized when the General Assembly reconvenes this month to address amendments recommended by Governor Youngkin.

The School Board’s proposed budget has been submitted to the York County Board of Supervisors, with their final approval scheduled to occur on May 7.

School Attendance Zones

On March 25, the school board approved adjustments to attendance zones for Magruder, Waller Mill, Seaford and Yorktown elementary schools to balance student enrollment numbers within individual buildings. These changes will be implemented beginning with the 2024-25 school year and all families affected by the changes have been notified in writing regarding their options for next school year.

The board also voted to adjust attendance lines between the Bruton and York zones for middle school and high school students, however affected families in these zones will be able to continue attending schools in their current zones through graduation.

Changes to attendance zones for Dare, Grafton Bethel and Coventry elementary schools were approved, pending the availability of additional parking at Dare. As construction of additional parking has not yet been planned or funded, these attendance zone changes will not be implemented in the next year.

Teacher Appreciation

The York County School Division will celebrate Teacher Appreciation week May 6 through May 10 as part of a nationwide campaign spearheaded by the National Parent Teacher Association. For the second year in a row, a YCSD student’s artwork will be featured in the Thank a Teacher Campaign, which encourages individuals to send thank you notes to teachers.
